Turkey’s Energy Expansion: A New Chapter in Africa

Turkey is making significant moves to expand its energy footprint, focusing on securing long-term resources and enhancing its global influence. The Turkish Petroleum Corporation (TPAO) is preparing to launch oil and gas exploration projects in Libya. This aligns with Turkey’s broader strategy to diversify energy supplies and leverage Africa’s vast resources. Since Turkey currently imports over 90% of its energy, reducing its import bill by tapping into new domestic and international resources is a priority, making Libya a key player in its energy security agenda.

Strategic Energy Diplomacy

Turkey’s energy diplomacy extends beyond Libya, with recent agreements in Somalia and Senegal. As Africa strengthens energy ties with G20 nations, Turkey is positioning itself as a reliable partner and significant contributor to energy security. The upcoming African Energy Week (AEW) 2025, titled “Invest in African Energies,” in Cape Town will provide a platform for Turkey to deepen its engagement with African energy markets and collaborate on exploration, infrastructure, and investment.

Strengthening Ties with Somalia

Earlier this month, Turkey and Somalia signed a new hydrocarbon exploration and production agreement covering 16,000 km² of offshore territory. Under this deal, TPAO will conduct seismic studies followed by drilling activities. Alparslan Bayraktar, Turkey’s Minister of Energy and Natural Resources, described this agreement as a strategic milestone in bilateral cooperation. This builds on a previous offshore production-sharing agreement.

Seismic activities in Somalia’s maritime zones are in progress, with Turkey’s Oruç Reis vessel completing 78% of a 3D seismic survey over 15,000 km². Completion is expected by May 2025, with subsequent drilling decisions. Turkey is also considering cooperation in Somalia’s mining sector, with discussions planned at a Natural Resources Summit in Istanbul.

Expanding Influence in West Africa

In October, Turkey signed a Memorandum of Understanding with Senegal for cooperation in oil and gas exploration, production, and trade. This agreement includes Turkish involvement in seismic surveys and extends to renewable and critical minerals. This deal follows similar agreements with Somalia and Niger, as Ankara strengthens energy ties across the continent.

Growing Influence Across Africa

Turkey is positioning itself as a leading partner in Africa, focusing on co-development and mutual benefits. Under President Erdoğan, Turkey has increased its diplomatic presence, expanded defense cooperation, and boosted trade through major infrastructure investments. In 2023, Turkish contractors completed $85.5 billion worth of projects in Africa, and Turkish Airlines serves 62 destinations on the continent.

AEW 2025 will be a key event for Turkey to strengthen its energy partnerships. The event will bring together African producers, global investors, and policymakers to drive new deals and shape Africa’s energy future. As Turkey deeply engages with African energy markets, AEW 2025 is expected to be a pivotal venue for forging partnerships and launching projects.
